From The Heart To The Brain

When we put on the arm tefilin we are supposed to subjugate all of the desires of our heart to Hashem. This is supposed to elevate all of our desires to the intellect, that we should KNOW beyond a shadow of a doubt that all that matters in life is love and fear of Hashem and the actions that emanate from them. That is why the head tefillin follows the arm tefillin - to teach us that all of the holy desires of the heart should be elevated to the brain.

The kavana we have when we put on tefilin is בחוזק יד הוציאנו השם ממצרים - with a strong arm Hashem took us out of Egypt. Due to the Hashem's "strong hand" that was revealed in Egypt we can see that all of our non-spiritual desires are NONSENSE and that the love and fear of Hashem in our hearts [next to the תפילין של יד] should be elevated to our minds תפילין של ראש.
